APPRECIATIVE PLANNING FOR THE CONSOLIDATION AND SHARING OF COUNTY AND LOCAL GOVERNMENTAL SERVICES

STREAMLINING GOVERNMENTAL SERVICES FOR IMPROVED EFFECTIVENESS AND COST SAVINGS

SITUATION
The County Manager of Union County
, New Jersey was interested in developing a “shared services” initiative whereby the county government would serve as the catalyst for promoting the sharing and consolidation of services between local governments and with the county government. The County Manager was intent on eliminating and streamlining duplicative service delivery systems and administrative overhead in an effort to save taxpayer dollars. In response to a request for proposal, we were engaged as the county’s shared services consultant.

APPROACH
We have worked with the Office of the County Manager to design and facilitate county-municipal forums to promote dialogue, agreement and action steps leading to shared service arrangements between local governments and with the county. We facilitated forums involving local government managers and elected officials and county officials to generate ideas and priorities for shared services. In addition, we facilitated service specific forums in the areas of Cooperative Purchasing; Parks and Recreation and Information Technology to promote shared municipal and county shared services.

RESULTS

  • We have been successful in acquiring grant funding of over $418,000 to support the county’s shared services initiative. We have also been successful in garnering grant funding to conduct feasibility studies for several of the county’s local municipalities. One such project involves the feasibility analysis of merging the municipal court operations of three municipalities.
  • We also provided assistance with several technology assessments leading to shared IT service arrangements with several municipalities in which the county serves as the ‘help desk’ for the towns.
  • We have also conducted shared service feasibility analysis for several of the municipalities to share public works services and equipment.
